It's a beautiful city, and the people I met were nice...but there weren't many around.
Granted, it was the height of summer there, and my hotel --on the Plaza de La Independencia-- was not really in a residential area. Still (outside of the Carnival performances) , it seemed almost deserted for a capital city!
So no change there! It was always a peaceful respite after the craziness of Buenos Aires to cross the river to Montevideo
